National Housing Infrastructure Facility Crisis and Transitional Housing (NHIF CT)
Grants and loans to improve access to crisis and transitional accommodation.
What is the NHIF CT?
The NHIF Crisis and Transitional (NHIF CT) is a demand-driven program that provides grants and loans to deliver housing solutions for vulnerable Australians, including women and children experiencing family and domestic violence, and youth at risk of, or experiencing, homelessness.

How it works
Under the NHIF CT, $1 billion is available to eligible applicants for new crisis and transitional housing projects - defined as short to medium term housing for:
- women and children who are experiencing family violence
- youth who are experiencing, or at particular risk of, homelessness.
The NHIF CT program launched on 6 March 2025 with the release of the Program Guidelines, to provide stakeholders with an opportunity to familiarise themselves with eligibility requirements. Potential applicants can engage with Housing Australia and the relevant State or Territory housing agency ahead of the Expressions of Interest (EOI) opening from mid-April 2025. This preparatory period allows potential applicants to review program details, seek clarifications and ensure they are well-prepared to submit an EOI.
Eligible applicants will be able to apply online through the Housing Australia Portal (HAP) for a grant and/or loan to fund the delivery of new crisis or transitional housing.
Eligible applicants have until 5 January 2026 to apply for NHIF CT funding allocated to each State and Territory unless allocated earlier. From 5 January, any unallocated NHIF CT funds can be allocated to eligible projects regardless of where the project is located.
The NHIF CT program will remain open until the grant and loan amounts are fully allocated.
What can NHIF CT finance be used for?
Under the NHIF CT, up to $700 million in grants and $300 million in concessional loans are available to support eligible projects to accelerate the delivery of new crisis and transitional housing projects across Australia.

Eligible applicants include:
a state or territory
a local governing body
a local government-owned, state government-owned or territory government-owned corporation that is a constitutional corporation
a registered community housing provider that is a registered charity and a constitutional corporation
an entity that has the primary purpose of improving, directly or indirectly, housing outcomes for First Nations people, and is a registered charity
an entity that is a special purpose vehicle (SPV) that is a constitutional corporation.
How to apply
Review the NHIF CT Guidelines to ensure you are an eligible applicant and your proposed project would be considered eligible.
Statements of Priority for each jurisdiction are published on the Housing Australia website (below). These statements have been prepared by the relevant government agencies and indicate areas of priority and greatest identified need within jurisdictions. Consider how your project aligns with these priorities and Housing Australia’s Investment Mandate.
From late March 2025, attend an information session to learn more about the program or schedule an individual session to discuss your project’s eligibility for NHIF CT funding.
Register for an account on the Housing Australia Portal (HAP) to submit your EOI.
From mid-April 2025, submit essential information to Housing Australia in an EOI. This allows pre-screening of proponent and project eligibility and overall compliance with the Investment Mandate.
If your EOI is successful, you will be invited by Housing Australia to submit a formal NHIF CT application via the HAP.
Housing Australia will assess your application and determine if a grant and/or loan can be made available for the project.
Housing Australia will notify you of the outcome in writing.
Information sessions
Ahead of opening for EOIs, Housing Australia will deliver stakeholder information sessions to provide prospective applicants with an overview of the program objectives, guidelines and the application process. State and Territory housing agencies will be available to answer questions about jurisdictional priorities and how applicants can best engage with them.

State and Territory Statement of Priorities
Housing Australia is working closely with State and Territory Governments to ensure crisis and transitional housing projects supported under the NHIF CT deliver positive outcomes for the broader housing and homelessness system in each state and territory.
Each State and Territory government has provided a Statement of Priorities to guide the allocation of NHIF CT grants and loans and share what success would look like for the jurisdiction. The purpose of this document is to provide prospective applicants with guidance on the types of projects that will be favourably considered.
